BRIEF DESCRIPTION:

According to the "Notice on the Extension of the Toll-FreePeriod for Small Passenger Vehicles during the 2020 Spring Festival Holiday" (Guo Ban Fa Ming Dian [2020] No. 1) (《關於延長2020年春節假期小型客車免費通行時段的通知》(國辦發明電[2020]1號)) and"Notice on the Extension of the Toll-FreePeriod for Small Passenger Vehicles on Toll Roads during the Spring Festival Holiday" (Jiao Gong Lu Ming Dian [2020] No. 38) 《( 關
於延長春節假期收費公路免收小型客車通行費時段的通知》(交公路明電[2020]38號)), the toll-freeperiod for small passenger vehicles on all toll roads in the PRC with respect to 2020 Spring Festival Holiday commenced from 0:00 a.m. on 24 January 2020 to 24:00 on 8 February 2020. According to the "Notice in relation to the Toll Fees Exemption for Vehicles on Toll Roads during the Prevention and Control Period of the Coronavirus Pandemic" (Jiao Gong Lu Ming Dian [2020] No. 62) 《( 關於新冠肺炎疫情防控期間免收收 費公路車輛通行費的通知》(交公路明電[2020]62號)), toll fee exemption for vehicles on all toll roads in the PRC should be implemented from 0:00 a.m. on 17 February 2020 to the end of the prevention and control measures over the coronavirus pandemic. According to the "Notice on Resumption of Toll Collection on Toll Roads" (No. 25 in 2020) 《( 關於恢 復收費公路收費的公告》(2020年第25號)), the collection of toll on legally approved toll roads should resume, effective from 0:00 a.m. on 6 May 2020, and therefore all the projects of the Group have resumed normal toll collection. - Since the cancellation of the provincial borders toll stations on January 1, 2020, due to the COVID-19 outbreak and the instability of the new system at the initial stage of operation, the supervisory authorities of the provinces (municipalities), where the projects are located, have not been able to provide accurate data of toll traffic volume and toll revenue for February 2020. Hence, the Group is not in a position to disclose the year-on-year changes.
- According to the "Opinions on the arrangement of Spring Festival Travel Season 2021 and Strengthening the control and prevention of Coronavirus" (Fa Gai Yun Xing [2021] no.35) (《關於做好2021年春運工作和加強春運疫情防控的意見》 (發改運行[2021] 35號)), the travel season should last 40 days from 28 January 2021 to 8 March 2021. Pursuant to the "Notice on Approval and Forwarding of Toll-Freeon Major Festivals and Holidays for Small Passengers Vehicles Implementation Policy Promulgated by the Ministry of Transport and other related departments by the State Council" 《( 國務院關於批轉交通運輸 部等部門重大節假日免收小型客車通行費實施方案的通知》), all projects operated and invested by the Group have implemented the free passage of small passenger vehicles with 7 seats or less during the Spring Festival holidays between 0:00 on 11 February to 24:00 on 17 February in 2021. According to the"Notice in relation to Ensuring Services Provided to People Stay Local for the Spring Festival"(Zhong Ban Fa Dian [2021] No.4) 《( 關於做 好人民群眾就地過年服務保障工作的通知》(中辦發電[2021] 4號)), people are suggested

to stay at their existing location during the Spring Festival. Overall the toll traffic and toll revenue figures were lower this month due to seasonal or special factors including lower truck traffic volume during the Spring Festival Travel Season, the Stay Local for the Spring Festival policy, and the exemption of tolls for small passenger cars with seven seats or less during the Spring Festival holidays.
4. Certain projects with special circumstances in February are set out below:
- GNSR Expressway and GWSR Expressway: Guangzhou-Foshan-Zhaoqing Expressway (the Guangzhou section and the phase II of Foshan section), which commenced operation on 28 December 2020 and was basically parallel to the GNSR Expressway and GWSR Expressway, caused diversion impact to both expressways. The Group has been closely monitoring the specific impact from the said diversion.
- Jinxiong Expressway: It is under the diversion impact resulting from the commencement of operation of Jin-Shi Expressway, which is basically parallel to this road section, on 22 December 2020. The toll revenue and toll traffic volume also decreased due to the temporary traffic control implemented for pandemic prevention in Shijiazhuang and other areas of Hebei Province since early January 2021. The traffic control ended in late February 2021.
- Weixu Expressway: Since the traffic accidents on local roads in January 2020, which caused the implementation of two-way traffic control on Stake K97 at Yanling Section of Lan-Nan Expressway (S83) on 14 November 2020 (subsequently changed to one-way traffic control since 15 November 2020), both the toll traffic volume and toll revenue decreased. The said impact on toll traffic volume and toll revenue decreased gradually as the two way traffic resumed on half section since 15 December 2020. The traffic control ended on 8 February 2021.
- Shantou Bay Bridge: It is subject to the diversion impact resulting from Chaoshan Ring Road, which is basically parallel to the bridge and commenced its operation on 28 December 2020.
- Northern Ring Road: This section of road is still affected by the implementation of certain restrictions on heavy trucks, and the truck traffic volume decreased.
- The toll revenue referred to in this announcement includes value-added tax and is rounded to the nearest RMB1,000.

The Company hereby reminds investors that the operational data in this announcement is compiled based on the Group's internal records which are unaudited. Differences may arise between such data and the data to be disclosed in periodic reports, as certain steps need to be performed to sort out the split of traffic volume and toll revenue and to confirm such data. Moreover, under the internetwork toll collection regime, the data of certain road sections would have to be recorded based on an estimation as at the date of the monthly settlement and disclosure. In coming up with the estimated numbers for a given month, the Company would also take into account adjustments that may need to be made to account for any difference between the estimated numbers and the actual settlement numbers for the previous month, which may result in some degree of deviation in the year-on-year comparison. Therefore, the data set out in this announcement is only for investors' reference as phasic statistics and investors are advised to exercise caution in using such data.
