Rosseti Public Joint Stock : Group's Investments in the Perm Territory's Power Grid Will Exceed 15.7 Billion Rubles in 2022-2024

Dmitry Makhonin, Governor of the Perm Territory, and Andrey Ryumin, Director General of PJSC Rosseti, discussed the main areas of development of the region's power grid and tariff regulation.

They also discussed the issues of consolidation of TGOs (territorial grid organizations), implementation of the regulatory agreement in the electric power industry, the prospects for development of the grid system of Gubakha Urban District, where power facilities have been placed under the management of the subsidiary Rosseti Ural.

The key investment projects of the grid organizations under the management of the Rosseti Group in the Perm Territory by 2024 include the reconstruction of the power supply centers of the capital city of Prikamye: the 110 kV Razgulyai, Severnaya and Tekhnologicheskaya substations and the construction of the 110 kV Danilikha-Bereg cable line to provide reliable energy connections between the right-bank and left-bank parts of the city.

Electricity is being supplied to a new historical and cultural cluster, the core of which will be the Shpagin Factory space in the Yegoshikha River valley near the founding site of Perm. Its creation is timed to coincide with the 300th anniversary of the city next year, but some facilities will be opened after the anniversary celebration as well.

The distribution grids and Titan and Bumazhnaya 220 kV main substations are being renovated in the Berezniki-Solikamsk industrial hub, where the major enterprises are concentrated, such as Uralkali, Solikamskbumprom, EuroChem Usolskiy Potash Plant, and Solikamsk Magnesium Plant. It is also planned to increase the output of four power plants: Votkinskaya HPP, Yaivinskaya and Permskaya SDPPs, and Permskaya CHPP-9.

According to Dmitry Makhonin, the Perm Territory and Rosseti Ural are implementing the first regulatory agreement in the Russian integrated power grid. It defines the key principles of interaction between the parties. "For the region, it's about improving power supply reliability. For the grid company - clear rules of the long-term game and reduction of power losses. This is mutually beneficial cooperation," emphasized Dmitry Makhonin. "The agreement makes it possible to form tariffs transparently, invest in infrastructure development and, ultimately, help improve the quality of people's lives".

"Currently, important industrial projects are being implemented in Prikamye, special economic zones are being created, and industrial parks are being built. The social agenda is in focus: the rate of housing construction is growing, new medical, cultural and tourist facilities are being put into operation. The energy infrastructure traditionally serves as the basis for solving the problems of the region's development. Rosseti Group will invest more than 15.7 billion rubles in the region's power grid system by 2024," noted Andrey Ryumin.

In 2020, the subsidiary Rosseti Ural and the Perm Territory entered into the country's first long-term regulatory agreement in the electric power sector. The document defines the key principles of interaction for 10 years. The company undertook to develop infrastructure and investments, while the region - to set long-term tariffs and indexation thereof.
