MOSCOW, April 22 (Reuters) - Russian metals producer Nornickel is shutting down its copper plant near Norilsk and plans to build one in China, closer to consumers, company chief Vladimir Potanin told the Interfax news agency in an interview.

Potanin said Nornickel has been unable to sufficiently reduce emissions at the Russian plant after losing access to Western technology. (Reporting by Reuters, Editing by Louise Heavens)
