Shares of power producers rose as investors rotated back into a sector that fares well during times of falling interest rates.

Federal Reserve Chairman Jerome Powell reassured investors that the central bank stands ready to use its "full range of tools" to support the U.S. economy.

Moody's Investors Service said power demand in China will be flat this year, "elevating challenges for companies in the power sector."
