CLAIM FOR SHARES BUY-BACK

In accordance with the provisions of articles 75 and 76 of Federal Law No. 208-FZ "On Joint Stock Companies" dd.December 26th1995, I claim for the buy-back as per effective legislation of the registered ordinary uncertified shares of Mechel PAO (the"Company")owned by me, state registration number of issue 1-01-55005-E dd. April 29th2003 in the quantity of ______________________ pieces at a price of RUB 80.57 (eighty 57/100 rubles) per 1 (one) registered ordinary share of the Company.

If this claim cannot be satisfied in full scale due to the limitations provided for by clause 5 of article 76of Federal Law "On Joint Stock Companies", I claim to buy back from me the quantity of shares that may be bought back, in accordance with the rules prescribed by clause 5 of article 76 of FederalLaw "On Joint Stock Companies".

I hereby guarantee that the shares mentioned in this claim are owned by me based on the right of ownership not being challenged by anyone else, that the shares are not arrested, pledged, taken into custody or encumbered with any other rights of third parties.

I hereby guarantee that I was provided with the consent of my spouse to selling of the shares to the Company on the terms and conditions stated herein and in the Notice of the right to claim for shares buy-back by the Company (note: only for shareholders who are physical persons) filed by Company.

I hereby guarantee that the transfer of shares is in compliance with the provisions of the constituent documents and requirements of the effective legislation, and that all necessary approvals, consents and agreements (including corporate approvals) required for shares alienation, in accordance with the effective legislation, have been received (note: only for shareholders who are legal entities).

Shareholders not registered in the register of shareholders of the Company may withdraw their buy-back claims in respect of their shares by providing respective instructions (orders) to the person recording the rights of shareholders to the Company shares-the nominal holder of the shares.
